This is a Unitized Oil Seal which has an inner diameter of 2.875", and an Outer Diameter of 3.885".  

Unitized seals are specially designed to make oil bath hubs more reliable and resistant to leaking; the inner component remains fixed to the wear sleeve or seal surface of the axle, while the exterior rotates with the hub or drum. This design keeps unitized seals in better working condition for longer than a traditional single or double lipped grease seal and is crucial for safe operation of oil bath lubricated hubs. The seal also assists in keeping dust, water, dirt, and any other intrusive materials out.
